Cubase 5.5 is installed on my Desktop and Laptop and would have liked to use it with my ZED-420 but the Devices Manager in Cubase doesn't even "see" the driver.
Is there another driver I could download from somewhere or is it not compatible?

Yes, we recommend using ASIO4ALL, this is a free utility/driver that essentially wraps the USB Audio Codec used by the ZED to work as an ASIO driver which is Cubase's preferred driver setup.
